Council of Europe convenes the 62nd meeting of the Monitoring Group of the Anti-Doping Convention (T-DO) in Strasbourg
Strasbourg, France | 3–4 March 2026 — The Council of Europe convened the 62nd meeting of the Monitoring Group of the Anti-Doping Convention (T-DO) in Strasbourg, held in a hybrid format. Delegations from 35 States Parties participated in the meeting and online, alongside observers and international partner organisations.
The meeting addressed a wide range of governance, cooperation, and policy implementation matters, including institutional updates, engagement with observers and external partners, and discussion of an application by the International Paralympic Committee.
Key themes discussed
Participants exchanged on priority areas for strengthening anti-doping systems and ensuring effective coordination across Europe, including:
• Support for implementation of the 2027 World Anti-Doping Programme, with discussion on preparedness and alignment across relevant structures and stakeholders.
• Measures to restrict the availability of doping substances and methods, including criminal and administrative law approaches, and a dedicated agenda item addressing children and minors in anti-doping.
• Updates from expert and advisory workstreams, including education-related activities, science work concerning contamination cases, and progress within T-DO GEMA (Gender Mainstreaming in Anti-Doping).
• An exchange linked to the International Conference on limiting the availability of doping substances in the European market as a shared responsibility, as well as follow-up to the Bergen Conference on strengthening national anti-doping systems in Europe.
Monitoring and evaluation
In line with its mandate, the Monitoring Group also reviewed evaluation and follow-up activities, including elements of the evaluation schedule and related reporting.
