Participation Levels
IPSEI applies a structured participation model designed to include the full range of actors shaping sport ethics, integrity, and clean sport worldwide — from anti-doping authorities and international sport bodies to intergovernmental organisations, research institutions, civil society and innovators.
Participation levels describe how organisations and individuals engage with the platform. They do not create regulatory authority, decision-making rights, or institutional endorsement. IPSEI remains a neutral digital infrastructure that supports coordination, visibility and collaboration.
IPSEI recognises three participation levels and one cross-cutting institutional category for intergovernmental and multilateral actors.
1. Strategic Partners
Strategic Partners are a limited, high-trust group of organisations and institutions that choose to engage with IPSEI at a long-term, strategic level.
This level is designed for entities that:
- support IPSEI’s sustainability and global development;
- seek enhanced visibility within the sport integrity ecosystem;
- are ready for deeper collaboration, including featured initiatives and strategic dialogue.
Strategic Partner status reflects commitment and contribution to the platform’s mission. It does not imply governance authority or exclusive influence over IPSEI’s operations.
2. Institutional Participants
Institutional Participants form the core professional community of IPSEI and include organisations actively engaged in clean sport and integrity-related work.
This level is open to:
- Anti-doping authorities (e.g., NADOs and RADOs);
- International sport bodies (e.g., international federations and relevant sport organisations);
- Government and public agencies (e.g., ministries, public institutions and policy bodies working in sport, youth, health, education or integrity);
- Academic & research institutions (universities, research centres, labs, expert networks);
- Civil society & NGOs (non-governmental organisations, advocacy groups, integrity-focused initiatives);
- Private sector & innovation (companies, startups and solution providers contributing to integrity, education, compliance, data, or technology);
- Funding bodies & grant-making organisations (foundations, philanthropic actors, grant programmes supporting clean sport, ethics and integrity).
Institutional Participants engage with IPSEI primarily through the platform’s Hubs (events, recruitment, and funding), contributing content and participating in collaborative activities.
Intergovernmental & Multilateral Organisations
IPSEI is open to participation by intergovernmental and multilateral organisations working in sport, integrity, governance, education, or international cooperation — including, for example, the World Anti-Doping Agency (WADA), the Council of Europe (CoE), and UNESCO, as well as other relevant international bodies.
These organisations may engage with IPSEI by:
- sharing official events, initiatives and calls relevant to clean sport and integrity;
- contributing knowledge resources and strategic perspectives;
- participating in dialogue on global priorities and emerging challenges.
Their participation is recognised within the Institutional Participation framework and remains fully aligned with IPSEI’s neutral, non-regulatory positioning. Participation does not imply endorsement, affiliation, or representation beyond the specific scope of engagement on the platform.
3. Individual Participants
Individual Participants engage with IPSEI in a personal or professional capacity, independent of institutional representation.
This level is designed for:
- researchers and academics;
- integrity and governance professionals;
- educators, practitioners and consultants;
- emerging leaders and early-career specialists;
- former athletes and experts contributing to clean sport values.
Individual Participants can follow global developments, contribute expertise where relevant, and connect with the international community through IPSEI.
A Common Framework for All Levels
Across all participation levels, IPSEI operates under the same foundational principles:
- IPSEI is a platform — not a regulator;
- Participation does not confer decision-making authority;
- Engagement is voluntary, non-exclusive, and values-based;
- IPSEI supports coordination, visibility and collaboration — without control or enforcement.
This participation model is designed to remain flexible and scalable as IPSEI evolves and expands into new thematic areas, tools and formats of engagement in response to real-world needs of the global sport integrity ecosystem.
